On the afternoon of October 24, 2020, the first Health & Medical Legal Conference jointly sponsored by the Medical-Legal Professional Committee of China Hospital Association, the Legal Affairs Department of China Medical Association, and other five organizations, was held in Beijing. With the theme of New Law, New Medical Treatment and New Health, the conference aims to actively promote the continuous development of China's medical and health legal field, further strengthen the medical and health reform, promote the construction of the rule of law in medical and health units, and promote the high-quality development of healthcare. The paper written by Professor Le Hong of School of Medicine and Health Management, Huazhong University of Science and Technology won the second prize and was invited to speak at the meeting.

Focusing on the theme of the legislation of medical treatment for serious epidemic situation, Professor Le Hong reviewed the long-term achievements of the legislation of medical treatment system for infectious diseases in China from the development of the Law of Prevention and Control of Infectious Diseases, analyzed the shortcomings and problems existing in the practice of epidemic prevention and control and the application of legislation, and proposed to clarify the government responsibility and the legal relationship between doctors and patients in emergency treatment and optimize the legislation of medical treatment in China by strengthening the construction of medical treatment system, treatment facilities, treatment network, material support and emergency system of Traditional Chinese Medicine. At the end of the speech, Professor Le Hong also analyzed the new legislative development of the Law of Prevention and Control of Infectious Diseases (Revised Draft) in the aspect of medical treatment.
