The China National Accreditation Service for Conformity Assessment (CNAS) expert group went to the Tongji Medicolegal Expertise Center in Hubei (hereinafter referred to as the “Center”) for on-site assessment of the judicial expertise/forensic science institutional capacity accreditation.

The review expert group consists of five experts. They are Li Xiaoping, lead assessor, former chief of the Criminal Technology Head Squad of Heilongjiang Province Public Security Department; Wu Weiwei, lead assessor, Criminal Technology Division director, Criminal Investigation Head Squad of Zhejiang Province Public Security Department; Yin Jianying, assessor, deputy director, Research Institute of Criminal Investigation Head Squad of Hunan Province Public Security Department; Cui Wen, assessor, vice president of Jining Medical University; Wang Xu, assessor, president and party secretary of Insititute of Evidence Law and Forensic Science, China University of Political Science and Law.

The review was conducted by Li Xiaoping, the leader of the review expert group. Ren Xuemei, the party secretary of party branch of the Department of Forensic Medicine, professor Huang Daixin, the dean of Department of Forensic Medicine and the legal person of the Center, professor Zhou Yiwu, the vice dean of Department of Forensic Medicine, Yi Shaohua, deputy director of Center , teacher Ren Liang and the person in charge of each medicolegal expertise room and relevant appraisers participated in the on-site assessment. Liu Yuansheng, researcher of Judicial Management Office of Hubei Province Justice Department, Nie Dezong, the deputy director of justice Bureau of Wuhan and other leaders of provincial and municipal departments directly under the ministry, and professor Chen Jianguo, vice president of Huazhong University of Science and Technology, president of Tongji Medical College, met with the experts of the review group and made important speeches at the meeting.

In the intense and orderly on-site assessment, the experts of review group conducted a rigorous and comprehensive review of the compliance, scientific, sustainability and effectiveness of the management system, facility environment, personnel professionalism and technical capabilities of the Center by using listening to the report, checking the system documents and records, field trials, review questions and other on-site assessment methods.

After two days of on-site assessment, the review group experts believe that the central organization structure is clear, the internal responsibility distribution is reasonable, the work procedures are scientific and rigorous, the personnel capabilities meet the requirements, the equipment environment meets the needs, and the procedures, related quality activities and all elements are under control, and the Center has the capacity of 22 identification projects in 7 sub-areas. At the same time, the operation of the Center management system is basically effective, with the ability to continuously improve itself, to meet the requirements of the accreditation criteria and its application notes. In the end, the review group unanimously agreed that the Center successfully pass the CNAS laboratory accreditation on-site assessment. After completing the rectification of the relevant projects, the review group will recommend the Center to CNAS to re-acquire the national laboratory accreditation.

Since the Center was first qualified for national laboratory accreditation in 2010, the Center has continuously strengthened and improved internal management, gradually improved the integrity and effectiveness of the quality management system, and laid a foundation for founding a national medicolegal expertise organization.
