On May 8, Huang Wei, director of the Civil Law Room, Legislative Affairs Committee of the Standing Committee of the National People's Congress of the People’s Republic of China (NPC), and her team went to the Tongji Medicolegal Expertise Center in Hubei (hereinafter referred to as the “Center”) to investigate the work of DNA paternity testing accompanying by Wang Shuhua, committee member of the Standing Committee of the People’s Congress of Hubei Province, vice chairman of Legislative Affairs Committee of the People’s Congress of Hubei Province, and related comrades of statute studio of the Standing Committee of the People’s Congress of Hubei Province, Justice Department of Hubei Province and management department of judicial expertise of Justice Department of Wuhan. Some principals of judicial expertise institutions in Wuhan took part in the discussion. Huang Daixin, the director of Center, Ren Xuemei, the party secretary of party branch of Center, and Yi Shaohua, deputy director of Center participated in the meeting.

The research team first visited the DNA paternity testing laboratory, reception center, and identification site of the Center, and learned in detail about the construction of the appraisers, the appraisal procedures, and the allocation of the identification instruments and equipment, and fully affirmed the standardization construction and quality control of the Center.

The research team heard a report from the Zheng Zhihui, the director of Justice Department of Hubei Province, on the development of DNA paternity testing in Hubei province, and discussed with the relevant principals about entrustment and acceptance, extraction and use of identification materials, identification implementation procedures, and identification time limit of DNA paternity testing. Huang Wei emphasized that DNA paternity testing has played a positive role in ensuring the going well of litigation activities. And she hoped that everyone will continue to pay attention to the legislative process of the Civil Code and make more suggestions to make the legislation more scientific and more operable.

Principals of judicial expertise institutions who participated in the meeting said that the judicial expertise institutions and appraisers have a strong sense of social responsibility. They must carry out DNA paternity testing according to law and standard, and contribute their own strength to maintain social harmony and stability.
